Laurel Fischer Mueller

Certified Professional Soil Scientist and Soil Classifier (CPSS/CPSC), Geomorphologist, SEO

Laurel (a.k.a. “The Soil Lady”) is the founder of Soil Services Company. She is a Certified Professional Soil Scientist and Soil Classifier. Prior to starting the firm in 1984, she was a soil scientist with the USDA Soil Conservation Service where she mapped soils as part of the National Cooperative Soil Survey program in the Cascade Mountains of Oregon. Before that, she was a Soil Materials Engineering Technician with the U.S. Forest Service in Missoula, Montana. Laurel is the lead consultant in soil mapping and reconnaissance, soil profile descriptions, soil taxonomic classification, geomorphological investigations, and determination of hydric, alluvial, and colluvial soils. Her undergraduate education centered on Regional and Community Land Use Planning, and she has a B.S. in Resource Economics. Her graduate study focus was “Land Capability Analysis,” which lead to an M.S. in Resource Conservation from University of Montana School of Forestry. Laurel is a Director on the Board of Soil Science Society of America (SSSA), representing CPSS’s. She serves as the SSSA Consultants Division Chair, and is on the Soil Scientist Certification Examination Board. Laurel has served on the Boards of Pennsylvania Association of Professional Soil Scientist (PAPSS) and Pennsylvania Septage Management Association (PSMA). She is a licensed Pennsylvania Sewage Enforcement Officer (SEO), and a national past president of National Society of Consulting Soil Scientists (NSCSS). Laurel volunteers as an EMT and Firefighter with Eldredsville Volunteer Fire Company.

Randy A. Rosbach

President, Designer, SEO

Randy is our on-site sewage system designer, GPS specialist, digital cartographer (AutoCAD), and soil science field technician. Randy manages “Mountain Wastewater Management,” ( mountainwastewater.com ), our division for product sales and service. Randy has an A.A. degree in Computer Science from Pennsylvania College of Technology, and serves as our in-house computer expert. He is licensed as a Sewage Enforcement Officer (SEO), certified in “Operation and Maintenance” by National Association of Wastewater Transporters (NAWT), and is certified as a service provider by Jet, Norweco, Ecoflo (PremierTech), Puraflo (Bord Na Mona), Orenco AdvanTex, and American Manufacturing Company (Perc-Rite). He is a Pennsylvania Septage Management Association (PSMA) certified Wastewater Treatment Inspector, and an active member of Pennsylvania Onsite Wastewater Recycling Association (POWRA). Randy volunteers as the Fire Chief of Forksville Volunteer Fire Company.

Robert Z. Bressler

Certified Professional Soil Scientist (CPSS), SEO

Robert (Bob) has been our staff Soil Scientist since 2013. Bob received his B.S. in Environmental Resource Management with a specialization in Soil Science and a minor in Watersheds and Water Resources from Pennsylvania State University in May, 2013. Prior to joining Soil Services, his provided agronomic support at the PSU Plant Pathology Research Farm and landscaping. Bob’s role has been soil mapping and reconnaissance for onlot sewage system feasibility and stormwater infiltration testing. Special assignments have included an Order 1 Soil Survey for a gas pipeline in the Monongahela National Forest, and post-construction soil remediation in Iowa. Typical projects include soil investigations and loading rate reports for alternate sewage systems, sewage facilities planning modules, permit applications, GPS data collection and wetland delineation. Bob also provides sewage system maintenance and reporting under our Mountain Wastewater Management division. He is a member of Soil Science Society of America (SSSA) and Pennsylvania Association of Professional Soil Scientist (PAPSS). Bob is a licensed Sewage Enforcement Officer (SEO) and volunteers as a Firefighter with Picture Rocks Volunteer Fire Company.

George W. Mueller

Project manager, SEO

George has been our point of contact for technical inquiries and scheduling since 1985. He is a soil science technician, responsible for field testing, stake-outs, and survey. Prior to Soil Services, George worked in the ag and turf industry in Oregon, supplying pipe, pumps, and irrigation equipment. He holds a B.A. degree in Sociology from the University of Montana. George is an active member in Pennsylvania Association of Sewage Enforcement Officers (PASEO), Pennsylvania Association of Professional Soil Scientist (PAPSS), and Pennsylvania Onsite Wastewater Recycling Association (POWRA). George is a licensed Sewage Enformecement Officer (SEO), and volunteers an an officer, EMT, and Firefighter with Eldredsville Volunteer Fire Company.

Teresa Torluccio

Office Manager

Teresa (Terri) manages Accounts Payable, bookkeeping, purchasing, and frequent errands. Terri also runs “The Greenery,” her own greenhouse business, and is an officer, EMT, and Firefighter with Eldredsville Volunteer Fire Company.
